Three-bin system a step closer after tenders approved

Council accepted a tender submitted by Western Go Organics JV for the provision of GO processing for one year with the option of three one-year extensions. The collected GO material will be delivered to the City’s Wangara Greens Recycling Facility before being transferred off site for processing into compost.

Council also accepted a tender submission by Solo Resource Recovery to collect the City’s GO materials from the third kerbside bin for a period of three years with the option of two one-year extensions.

“The City is pleased to take another step towards the implementation of a three-bin waste collection system,” said Wanneroo Mayor Tracey Roberts.

“The introduction of a third bin will help divert a greater amount of waste materials away from landfill and further protect our natural environment.”

In July 2019, Council approved the implementation of a three-bin system in line with the Better Bins program. This project is supported by the Government of Western Australia and administered by the Waste Authority.

The City invited tenders for Food Organic and Garden Organic (FOGO) waste processing on two occasions; however, the waste management industry was not in a position to process the volume of FOGO material produced by the City. Tenders were therefore invited for GO processing.

The tender awards provide the City with the best possible financial value, minimising the risk of increased costs. The chosen tenders offer the flexibility to smoothly transition towards a FOGO service in future, if considered viable and cost effective.

The tender award to Solo Resource Recovery will further boost the local economy through the development of a new transport depot in the City of Wanneroo, creating local jobs.

Minister for Environment the Hon. Stephen Dawson MLC said, “I commend the City of Wanneroo on progress made towards the rollout of its three-bin system and look forward to the State Government supporting future transition to a FOGO service for Wanneroo’s 84,000 households.

“It’s also great to hear that Wanneroo residents are really embracing use of their yellow-topped bins, with about one-third of residents opting-in for a larger recycling bin.”

It is anticipated that the new three-bin system will be implemented in 2021. Residents should look out for further information on the City’s website and social media channels.
