Claytons Beach Access - Mindarie
Update - 17 June 2020
Construction of the Claytons Beach Access staircase has been completed successfully within the allocated budget and project timeframe.
This Fibre Reinforced Plastic structure replaces the previous timber staircase and will provide safe access to Claytons Beach into the future. The structure is founded on the underlying limestone bedrock and is not expected to be damaged by coastal conditions even in the event of severe beach erosion. The beach access is now open to the public and it has been well received by both local residents and visitors to the area.
Dune rehabilitation works including planting of the matted area will be undertaken this winter.
Update - 9 April 2020
Construction works for the replacement of the lower staircase at the Claytons Beach Access way will commence on 28 April 2020. All works are expected to be completed in June 2020, subject to suitable weather and site conditions. Note that temporary closures will apply to the beach, beach access, car parking bays and pathways adjacent to the work site. Signage and fencing will be in place to manage public access in these areas.
Update - 28 February 2020
Detailed design of the preferred option for a replacement access structure was completed by coastal engineering consultant, M P Rogers & Associates in June 2019. The detailed design was undertaken following a Multi-Criteria Analysis Options Assessment Workshop and Community Consultation, which identified the preferred replacement beach access consisting of a combination of a concrete path and a Fibre Reinforced Plastic (FRP) staircase structure.
All necessary approvals have been sought and Advanteering - Civil Engineers have been appointed as the construction contractor.
Manufacturing of staircase components is currently underway and construction works are expected to commence in late April 2020.
Update - 8 April 2019
The lower section of the Beach Access Way staircase at Clayton’s Beach, Mindarie has been selected for upgrade as part of the City of Wanneroo’s Beach Access Way Upgrade Program.
Coastal engineering consultants, M P Rogers and Associates have undertaken a review study of existing coastal processes and shoreline movement information to determine the appropriate form and location of access. The scope of the study focused on the lower timber stairs that lead to the beach and recommended two concept options as follows:
- Replace existing timber structure with Fibre Reinforced Polymer (FRP) Stairs at the existing location
- Replace existing timber structure with FRP Stairs, orientated toward the Dune
The Concept Options drawings below provide information on the positives and negatives of each of the proposed options.

The City is seeking community input into both the selection of a preferred option and information in regards to issues with the functionality and usability of the existing beach access, particularly in winter.

Detailed design of the preferred option for a replacement staircase structure will commence following the closing of Community Engagement on Friday 3 May 2019. Construction/installation works are scheduled for the 2019/20 financial year.
