About the position |
This key position reports to the Chief Financial Officer, leading and managing the Rates and Accounts Team by applying specialist rates, customer service, technical proficiencies and people skills to design and implement work practices and manage workflows.
The successful candidate will be responsible for:
- Leading two sub service units and cultivating a culture of excellence in service delivery, demonstrated by high standard of output by staff and quality communications with internal and external stakeholders
- Maintenance of accurate Rates records, statements, and databases on timely basis, and provide necessary feedback to ratepayers and senior management in accordance with Local Government Act 1995, Rates and Charges (Rebates and Deferments) Act 1992, Waste Avoidance and Resource Recovery Act 2007, relevant regulations and Local Government rating principles and practices
- Providing expert advice and guidance on Rates and Accounts Payable/Receivable activities, debt recovery activities in accordance with relevant policies, procedures and legislations
- Contributing to the development and ongoing review of annual budgets, by developing various rates modellings in line with different scenarios, as required by the City
- Manage, advise and guide the Rates team through various ratepayer queries, media queries and Councillor queries
- Guide and advise the Rates team on interim rating, pensioner rates, debt recovery, back rates, and annual rates levying
- Manage the end of the financial year Rates activities including rollover of end of year rates module and attendance to SAT hearings as required
- Making well informed decisions based on analysis, benchmarking, modelling, cost benefit analysis and the City's long term financial plans
- Building and maintaining collaborative relationships with customers and stakeholders providing advice and guidance on Rate related matters, in accordance with relevant policies, procedures and accounting practices
- Contributing to the review and development of the relevant processes and procedure
- Proposing innovation and business improvement initiatives within area of accountability

About you |
As the leader of the Rates & Accounts team, the position independently manages the City's rating services, to a high-quality standard that meets customer needs, corporate standards and legislative requirements within prescribed time limits.
The successful appointee must be adaptable and have relevant experience in a similar role. They must also thrive working in a very busy and change driven organisation. As such, applicants must be able to demonstrate through their resume and cover letter that they meet the following required criteria:
- Relevant experience in a similar role
- Tertiary qualification in relevant discipline such as business or commerce
- Knowledge of the Local Government Act 1995, Rates and Charges (Rebates and Deferments) Act 1992, Waste Avoidance and Resource Recovery Act 2007 and Local Government rating principles and practices
- Knowledge of business planning, resource planning and budget management
- Extensive knowledge of relevant legislation and regulations
- Advanced people management skills to direct, manage, evaluate and motivate staff
- Advanced communication (written, verbal and public speaking) and problem-solving skills
- Advanced research and analysis skills
- Advanced negotiation and influencing skills
- Advanced organisational skills
- Advanced skills in the efficient utilisation of information systems and technology
- Knowledge of the practical application of occupational health and safety measures in the workplace, including risk assessment and control implementation
